This course was developed to introduce all law enforcement officers to all aspects of civil unrest and how to deal with such a volatile and dynamic situation. Recent events and the current climate between public perception and law enforcement has become most important that law enforcement agencies are proficient in dealing with civil unrest.


This course will cover the history of law enforcement response. A complete review of equipment options and recommendations will be covered. Students will learn proper formations utilized, military drill, discipline, control, and mass arrest techniques. Options for less lethal munitions, weapons, and chemical agents will be discussed. Most importantly, techniques on how to deploy, when to deploy and how to maintain social acceptance.


This course is the culmination of over 24 plus years in large event/rally/ riot response/deployments. The techniques taught have been utilized, and in many instances, developed, authored and put into use, by the instructors at real world events to include:


  • Presidential Inaugurations (2)
  • G8 and G20 in Washington DC and Pittsburgh, PA
  • Toledo Riots (2)
  • Cincinnati Riot
  • Numerous KKK Rallies
  • Right to Work Rallies

The course requirements will be the responsibility of the host agency, and will include:


  • Sufficient area to perform the practical exercises
  • Classroom with power point projector and speaker system
  • Adequate seating for the size of class enrolled
  • Restroom facilities

Students should bring all issued tactical equipment to include:


  • Helmet
  • Riot baton(s)
  • Tactical response uniform
  • Protective riot response gear
  • Boots, gloves
  • Riot shields if available
